I personally prefer the way the linen cloak moves, so the clipping is a minor inconvenience for me. However, if attached, the flowing movements of the cloak would then be lost. One thing I did that helped a lot with the feet clipping with cloaks: The Artesian Cloaks of Skyrim mod applies the physics engine used by HDT-SMP to some of the most popular cloak and cape mods out there, giving them a much more.
